The basis for the
statistical tool called Regression Analysis is to determine the dependency of
movement (both direction and size of change) an independent variable or
variable have on a dependent variable.
The regression results have been calculated and may be included in a
future web page. The point for
referencing the existence of regression analysis results is because I make
numerous comments in the analysis about a correlation existing between
variables. Although the actual
regression results are not provided at this time, they do exist. When time and/or demand exist, the regression
results can be included.

The analysis also includes the use of “Trend”
lines. The point to always remember is,
when you see a line marked as a “Trend,” its only intended purpose is to look
at the direction of movement of the trend line and the amount of movement in the
trend line, only relative to the trend line itself. The distance of movement in a trend line
versus any other trend line or actual data in the figure is irrelevant. To overlay trend lines with actual data will
cause a distortion in the amount of movement of the trend line relative to the
actual data being presented. There is,
however, no distortion in the direction of the change.

CBO defines baseline as follows:

A benchmark for measuring the budgetary effects of proposed changes in federal
revenues or spending. Generally, the baseline is an estimate of spending,
revenues, surplus or deficit, and public debt projected during a fiscal year under
current laws and policy. For purposes of the Deficit Control Act, the baseline
is the projection of current-year levels of new budget authority, outlays,
revenues, and the surplus or deficit into the budget year and outyears based on laws enacted through the applicable date,
calculated in conformance with the rules set forth in section 257 of that act.
